The secret hideout of this mad scientist named Sinclair, where he conducted his experiments, was located in the sewers of the university Mark attended. All of his victims were Mark's classmates or friends and relatives.
When Mark thwarted the other party's plot and handed him over to the Global Defense Agency, he must have been thinking of locking this perverted scum in prison for a hundred years, not like this.
