Considering that they relied on capturing humans for survival, never actively killing humans, only capturing them, furiously searching and capturing people meant he thought of those Apostles who prioritized population above all else.
Since growing the Divine Tree requires population as the key, if Apostles truly came to this world, they’d likely ally with local forces against Evil Ghosts and the eerie.
After all, local gangs had no manners; those Evil Ghosts killed humans without any value and thus created more enemy Evil Ghosts after killing them, wasting the population and creating further opposition in a seamless cycle.
These local Evil Ghosts killed far more than us obnoxious outsiders; looking at the world, Demons presumably yearned to join locals in fighting these gangs to then enslave humans for daily work 8 hours a day, resting just 2 days a week.
All said, they hadn’t seen those population-snatching Demons, rumored to compete for population with the eerie to keep themselves in advantage, but no sign of Demons yet.
