Maximus has fallen into a cycle of thinking "the Inhumans are about to be wiped out" and "do something big before the Inhumans are gone." But fortunately, as a politician (one of the four thousand), he understands that the Inhumans' first priority is survival, and their main enemy is the Kree Empire, which could arrive at any time.

Tony, still standing next to Vision, whispered, "Did you get it done?"
"No, remote hacking is still too difficult; I'm not Ultron, after all. It would be much faster if we could directly access the Sky Sword Bureau's central computer."
Peter pursed his lips, having figured out a way to get rid of this crazy guy, and pushed Pym forward: "This is the scientist who programmed Ultron, and he's also our main force against Ultron. You can ask him anything you don't understand."

Tony immediately launched into what wasn't just nonsense: "Our team just needs to install that thing on a S.W.O.R.D. warship and protect it from reading S.W.O.R.D.'s devices for a few hours, and we'll be able to stop Ultron from using the time machine to continuously transmit Kang or those broken pillars into the present."
Maximus nodded knowingly, understanding. So you didn't actually need the Inhumans' help to handle it?
